SGP/SMOS/E20 - Bad humidity data

The Relative Humidity sensor failed.  It appears to have operated
      intermittantly for the first few days of this period and then
      failed entirely.  The temperature portion of the probe appears to
      be unaffected.  The probe was replaced on 20 JUN 96.  The replacement
      probe reported unusually low values of relative humidity.  The probe
      was replaced again on 15 AUG 96 at 1700 GMT.
