SGP/EBBR - EBBR E22 Net Radiation Incorrect

The upper dome of the net radiometer was broken, probably by migrating
birds, and water had drained into the bottom dome.  Since much of the data
is missing during the period, it is not clear exactly when the top dome was
broken during the period.  All net radiation data and sensible and latent 
heat fluxes data are incorrect for this period.

The affected data fields are:

5 minute:  q

15 minute: mv_q

30 minute: q, e, h
