SGP/EBBR/E27 - Measurements offscale

All J-panel 4 measurements (soil heat flows, net radiation, air temperatures, home 
signals, pressure, vapor pressure) were sometimes offscale or otherwise incorrect.  J-Panel was 
replaced 20080326 correcting the problem.
