SGP/SIRS/E1 - Obstruction

The down_short_hemisp measurement is adversly affected by the PSP instrument having an 
extremely dirty dome during this time period affecting daytime data starting on 6/28/2008 at 
23:00 GMT to PM on 7/8/2008 2150.

The short_direct_normal (NIP) and down_short_diffuse (8-48) measurements may also be 

affected during this time but down_short_hemisp can be re-constructed using the 
component sum method where:
down_short_hemisp = down_short_diffuse + short_direct*cos(zenith angle).
