TWP/TSI/C1 - Shadowband Misalignment

When the TSI was reinstalled on 4/22/2009, the shadowband was aligned relative to the 
enclosure but either the camera arm & housing was not plumb or the enclosure was not properly 
aligned with true north. This was corrected on 6/30 at solar noon.
