NSA/TWR/C1 - 40m and 20m Data Incorrect

A power distribution problem required us to shut down power to the 40m level.  All T/RH 
were missing and the 40m wind sensor did not have heat to remove any ice build up.  All 
wind data from the 40m level should be viewed critically before use.  The 20m T/RH sensor 
was power spike when the problem occurred causing this sensor to become erratic.

The 40m wind data can be compared to the lower levels to see if it is in reasonable 

agreement.  The same can be done for the 20m T/RH sensed and calculated variables.
