Description:	up_long_hemisp measurements are intermittant and remain so after extensive troubleshooting. This problem will likly remain open ended until site ops can replace the cable which serves the up_long_hemisp instrument (i.e. the Eppley PIR).
Suggestions:	Data is suspect. Recommend using nearly co-located up_long_hemisp measurements from SIRS C1 facility.
