SGP/SIRS/E33 - Reprocessed: Incorrect DIR calibration

During troubleshooting of the UIR (up_long_hemisp) the UIR and DIR (down_long_hemsip) 
pyrgeometers were swapped to help isolate an instrument noise issue.  That swap resulted in 
bad DIR data from 8/14-8/17 (documented in D121010.1)

A replacement DIR instrument installed on 8/17 had incorrect calibration coefficients 
applied.  The serial number was correct.

wrong DIR k1 cal = 0.2967
correct DIR k1 cal =  0.3086

Reprocessing completed 20121217.

Use reprocessed data.
