SGP/ARMBESTNS/X1 - Reprocess: OKM and KSU Mesonet Data Error

The VAP code is not correctly handling the situation when the number of sites changes 
within a month for the OKM and KAM data. Use the OKM and KAM data with caution.

Check the stn_okm and stn_kam fields for consecutive months that do not show a change 

in the number of stations. Months adjacent to or coincident with a change in the number 
of stations may have problem data.
