ASI/MFR/M1 - Incorrect lat/lon

The lat/lon is incorrect. This DQR is set as Suspect as the irradiance data outside of 
some morning hours are not impacted, and the mentor doesn't want potential data users to 
dismiss all these data for that reason alone.  That said, if the lat/lon is used then steps 
should be made in processing to correct the lat/lon.

Correct vales are: -7.9674 / -14.3494
