OLI/RL/M1 - Beam blocking mechanism stuck

The beam blocking mechanism (flipper) for the narrow-field-of-view (NFOV) detection 
channels was stuck in the closed position during the period in question. As a result, the NFOV 
data are incorrect.

Don't use the NFOV data for anything other than noise analysis during the period in 

question.
