SGP/EBBR/E19 - AEM Stuck In One Position, Surface Fluxes Incorrect

The AEM home 15 and 30 outputs were both 40 mv
because the AEM was not exchanging.

Sensible and Latent Heat Fluxes are therefore
incorrect.

There is no workaround for this problem.
