SBS/RWP/M1 - Horizontal wind field incorrect

When the RWP was returned from Vaisala with the upgraded digital system, a bad control 
module had been installed, that resulted in the phase shifter being unable to shift 
correctly, resulting in incorrect horizontal components of the wind.

Ignore all horizontal wind fields.  Note that the precip mom fields with vertical 
velocities only are correct and usable for radar comparisons.
