SGP/SEBS/E21 - Soil Set 3 Measurements Offscale

Sometimes the soil sensor measurements go offscale, most likely because of the very long 
lead lengths on the sensors or because of very dry soil conditions. This has been reported 
a number of times and the occurrence of the situation can not be predicted.

In this case soil sensor set 3 was incorrect.
