ASI/MPL/M1 - Instrument averaging time increased to 30 seconds

To understand what was causing frequent spikes in the MPL energy levels, the averaging 
time was increased to 30s during this period. The averaging time was reverted back to the 
original 10s averaging time at the end of the DQR period.
