SGP/EBBR/E26 - Wind Direction Sensor Failure

Wind Direction and Sigma of Wind Direction data for the period listed  
is incorrect.  The wind direction sensor began to malfunction on 6 November, 
with the characteristic constant 135 degree output.  At other times the output
remained a nearly constant 230 to 240 degrees.  On 16 November at 1819 GMT site
operations replaced sensor  S/N 3033 with S/N 3036.  Apparently they left it 
aligned at north when they left the EF; output for the next few days was 0 or 
360 degrees, until they returned on 19 November at 1825 GMT and gave the vane 
it's freedom.

30 minute: wind_d, sigma_wd
