Description:
Starting on 29 OCT 96, the SMOS at E24 started reporting RH values
      exceeding the specified maximum value.  Lower values of RH may be
      within tolerances.  On 7 NOV 96 during the 6-month Sensor Verifications,
      the T/RH sensor reported a value of 31% RH that agreed with the reference
      within specified tolerances.  The probe continued to report values which
      exceeded 104% and was replaced on 11 FEB 97 at 1930 GMT.  Reported
      values since then appear to be within tolerances.

The output from the relative humidity probe on E24 SMOS drifted low by as much
as 5% when RH exceeded 80% by 15 OCT 97. The probe was replaced on 10 FEB 98
at 1900 GMT.  The replacement probe reported values approximately 10% too high
when RH exceeded 90%. That probe was replaced at 1830 GMT on 10 MAR 98.
