Description:
The UIR instrument (up_long_hemisp) had significant noise starting from the commission 
date.  On 8/14/2012 15:59 site ops replaced the UIR which corrected the noise problem. 
However, the UIR calibration coefficient was incorrect until the datalogger program was 
updated on 9/26/2012 1839GMT.  Data before 8/14 is not recoverable. Data after 8/14 will need 
to be reprocessed.
Longwave UIR requires reprocessing from 8/14 to 9/26 using the 20second datastream and 
applying the following k1 coefficient:
serial numbers are correct during this time.

Description:
This DQR is an extension of D121004.1, the UIR instrument noise problem.  It deals 
exclusively with the DIR (down_long_hemsip) datastream.  It is filed separately due to the 
difficulty describing the problem in the space provided.

During troublshooting of the UIR (up_long_hemisp) this instrument was swapped with the DIR 
(down_long_hemsip) to help isolate an instrument noise issue.  After this swap it was 
determined that the noise was associated with a defective UIR instrument.

For the first time range specified from 8/14 to 8/17 the DIR data is not recoverable since 
the instrument was faulty (it was the old bad UIR). the instrument was replaced on 8/17.

For the second time range specified from 8/17 to 9/26 the DIR data had an incorrect 
calibration coefficienct applied until the logger program was updated on 9/26/2012 1839GMT. 
This data will require reprocessing. 

Longwave DIR (down_long_hemisp) requires reprocessing from 8/17 to 9/26 using the 20second 
datastream and applying the following k1 coefficient:

   up_long_hemisp (corr cal) = 0.3085
