Description:
On 960529, site E4 was brought back on line.  For reasons I do not understand
the time stamp was incorrect for most of this day; for example, the sun
is at its zenith at about 0900 LST!  This is clearly incorrect.  In
the afternoon and evening hours, this site goes "down" and after this
down period the time problem appears to be solved.  The next day's
data (960530) looks correct and there appears to be no time problem.
Suggestions: 
The problem appears corrected, but don't use data taken on 960529!
