E7 - MFRSR out of alignment

The day of 96/06/19 was clear at site E7.  Inspection of the data shows
that this site suffers from an slight alignment problem that affects the
data measured in the afternoon.  The alignment problem could affect data
taken before this time and go unnoticed because clear skies are usually 
necessary to detect all but the most severe alignment problems.  The
total, downwelling radiation stream is not affected by the alignment
problem.
