MFRSR out of alignment - E16

From about 96/07/19 to about 96/11/25, the MFRSR was out of alignment at
site E16.  (It's not possible to exactly pin down the beginning and ending
dates of the alignment problem because of weather conditions.  Also, the
alignment problem could recur later on)  The misalignment affects data 
taken during the afternoon.
