MFRSR alignment problems - E22

From about 96/07/17 to about 96/11/25 the MFRSR at site E22 was out of
alignment.  During much of this time, the instrument was grossly out of
alignment in the afternoon:  You can miss it!  On 96/11/25 an effort was made
to align the instument and much improvement was noted; unfortunately, the
instrument now suffers from a slight misalignment problem in the morning.
