TWP/SKYRAD/C1 - PSPs and NIP: Periods of shortwave radiometer discrepancies

The agreement between the NIP and the direct beam calculated from the
shaded and unshaded PSPs is usually within 5%. However, during these
periods there were larger discrepancies of 5-10%.
