solar tracker inoperative

On about 970311 the solar tracker at site E4 apparently stopped working.
The NIP then was not pointed at the sun and read 0 all the time, and
the DD was not shaded and read too high.  The solar tracker was fixed
on about 97/03/20.  It is not possible to pin down the exact times when
the solar tracker was not working because of cloudy conditions.
