Incorrect surface temperature and humidity

Incorrect values of surface temperature and relative humidity were
entered by the operator.  These were entered as 25.3 degC and 20% and
should probably have been closer to -0.5 degC and 73%. It appears
that the operator used the inside readings rather than the outside
readings.  This seems to be a recurring problem (similar DQRs follow)
and site ops has been informed so procedures can be reviewed.
