Incorrect surface temperature and humidity

It appears that the operator incorrectly entered inside temperature
(21.1 degC) and RH (23) instead of outside values obtained from the
radiosonde (closer to 0.8 degC and 78) as surface values for this
sounding.  The first few levels of data will be affected.
