SGP/EBBR/E20 - Change of Energy Storage Incorrect

Because soil temperature measurements were not available 
from the beginning of the half hour, the change in soil 
energy storage could not be calculated and thus is 
incorrect.

There is no fix to this problem. Average Soil Heat Flow, 
Sensible Heat Flux (h), and Latent Heat Flux (e) can not 
be calculated using the available, remaining measurements.
