SGP/SMOS/E21 - Wind Monitor Impacting Bird Spikes

The wind direction is flatlining and wind speed occasionally does not compare well with 
co-located ECOR.  Problems with the height of the mount caused the vane to impact the bird 
deterrent spikes and "catch".  Symptoms appear as winds coming out of a 255 to 270 
direction for long period of times.  The wind speed values are also affected as the wind 
monitor is no longer normal to the wind direction.

Use the co-located ECOR data when wind directions are flat-lined in the 255 to 270 

direction.
