Description:
A shading problem was first evident on 20090116.  It affected data from sunrise to 1900.  
There was a severe winter storm on the 26th and 27th and it affected several instruments. 
 On the 28th the shading problem was much worse, affecting the entire day through to 
30th when it looks like an attempt to align the band was made at ~1630.  From that point on 
the problem shifted to the afternoon, with the affected hours from 1930 until sunset.  
The shading issue continued until 20090423 @1830 when maintenance resolved the issue.

Note that there is a large data gap in the period covered by this DQR.  Data are missing 
from 20090211 @1900 through 20090327 @1300.
