Description:
The cross-polarization returns were higher than the co-polarization returns causing a 
positive linear depolarization ration.  This cannot be correct.  Upon further investigation, 
it was suggested that waveguide going to the antenna feed polarizer was possibly rotated 
by 45 degrees resulting in the antenna transmitting circular polarization rather than 
linear polarization.  Rotating the polarizer in June did not correct the problem.

It turns out that there is a polarizer in the antenna feed.  Rotated the OMT by 45 degrees 
and substituted micro-coax cable instead of waveguide.

During the time covered by this DQR, the "co-polarization" variables are circularly 
polarized opposite of the transmitted polarization.  The "cross-polarization" variables are the 
same circular polarization as the transmitted signal.
