SGP/SMOS/E20 - RH values suspect

Recently, the RH readings at this facility have been very high (sometimes approaching 
110%) in saturated conditions.  This is especially prevalent from 01/03/2005 through 
02/07/2005.

Can use co-located EBBR RH values.
