SGP/SIRS/E18 - Multiplexer wiring problem

Review of archived data discovered a SGP/SIRS/E18 mutiplexer problem that wasn't properly 
documented.  The multiplexer wiring caused incorrect temperature readings on the 
up_long_hemisp(UIR) and down_long_hemisp(DIR) instruments.  This resulted in incorrect flux 
measurements for the time range specified.

The upwelling and downwelling longwave data in the sgpsirsE18.b1 datastream are not 
recoverable.  However, the qc checks performed in the spgqcrad1longE18.c1 datastream do 
effectively filter out the bad data during this time range.
