PVC/TSI/M1 - Shadowband problems

On most days from ~12:00 to ~14:00 UTC, the shadowband was stuck in one position. Several 
corrective actions were taken involving the mirror, motor, and encoder but the problem 
appears to have been with the firmware of the control board. It was not resolved prior to 
the shutdown of the PVC/M1 site.
