NSA/KAZR/C1 - Shift in reflectivity and signal-to-noise ratio.

During this period the background reflectivity and signal-to-noise ratio fields had a 
shift in average value.  The reason is unknown.  It appears that reflectivities in 
hydrometeor regions have an offset of approximately 4-5 dBZ between the 'kazrge' (burst mode) 
reflectivities and the 'kazrmd' (chirp mode) reflectivities.  It is unclear which set of 
reflectivities is correct.

Data are usable, but reflectivity calibration cannot be relied upon.  Use with caution.
