SGP/EBBR/E4 - Invalid data during E4 battery exchange

On December 16, 1993 the battery for the EBBR at Plevna, KS (E4) was
replaced.  This invalidates all 5, 15 and 30 minute data for the half hour
concluding at 1700 GMT.
