 Discussion of Problem:

The operators at the BF boundary facility, Morris, OK, incorrectly
entered the cloud amount in the met_conditions table, as a percentage
(0-100%) rather than a fraction (0-1) from the time that the facility
began making entries, Jan 21, 1994, until the problem was noticed
and the operators informed of their error.  They began to enter the
information correctly with the Dec 6, 1994 entry.

All the other facilities, boundary and central, have entered the cloud
amount as a fraction.
