 Discussion of Problem:
Apparently the lightning strike on or about July 17 affected the 50 MHz
rwp in its wind operation as well as the RASS.  The v component of the wind
is apparently not measured.  It apparently uses a value from the u measure-
ment.  My best guess is that during the time that the profiler should be 
transmitting along the v direction, it is, in fact transmitting along the
u direction.  Since the measurements are not identical in time, the small
differences lead to directions close to but not always identical to 225 and
45 deg (those to be expected if identical values are used for u and v).  This
fact led to some delay in discovering the problem (although the system was
down for 3 weeks for repair of the RASS during this time).
      Vertical winds should be unaffected.
      RASS virtual temperatures should be unaffected.
