SGP/SMOS/E13 - Error in Snow Depth Output

Description:
Dick Hart of ANL proposed a change in the frequency of sampling of snow 
depth by the SMOS, to obtain a more accurate measurement.  He modified the 
SMOS CR10 program in December 1995 but did not have the opportunity to ask for 
it to be implemented.  In January, acting in Dick's behalf, I forwarded the 
changes to site operations, along with a Baseline Change Request (BCR).  The 
changes were implemented in the Central Facility (E13) SMOS only on 29 January 
1996 for testing.  Within a few days it was clear that the snow depth 
measurement was not being made properly.  The common outputs for snowdepth 
were 0.0 or 895.0 (895.0 data is incorrect).  I reviewed the CR10 program and 
found that some further changes were needed.  I then submitted these 
changes to site operations along with another BCR.  The changes were 
implemented in the CF SMOS only on 6 March 1996.  Snowdepth data since that
date has been correct.  The program changes can now be implemented in the 
other SMOS CR10s; the changes will be transparent to the data user.
