SGP/EBBR/E26 - Bad Dates

At the end of the netcdf 30 minute file for 10 September 1997 there are two
half hours with date 9 September 1997, and time 2200 GMT.  It is unknown
how this happens, but it does occasionally. Those two half hour records
should be ignored.
