SHB/SKYRAD/C1 - NIP Alignment

The dot was not in the white ring at all until the solar tracker
was aligned with the sun using the NIP dot at 2342 Aug 1.  When
the solar alignment dot is outside the alignment ring the NIP will
not be measuring the direct solar irradiance.
