SGP/OKM - Leaf Wetness Index - Sensor doesn't work properly

The measurement leaf_ind (leaf wetness index, 
measurement of dew ranging from 0 (dry) to 100(wet)) 
should not be used since Mark Shafer of Oklahoma Mesonet
reports that the sensors never worked properly. 

The new quality assured Oklahoma Mesonet data files
sgp15okmX1.b1 will begin with the January 1, 1999
data and will no longer contain this measurement.
