SGP/OKM/X1 - Soil Temperature at 30 cm beneath sod not bare soil

The soil temperature measurement at 30 cm is beneath natural sod rather than beneath bare 
soil. Unfortunately it is misnamed tbare30 (soil temperature at 30 cm beneath bare soil). 

The new data streams sgp15okmX1.b1 (which will be provided beginning January 1, 1999) and 
the data stream sgp15okmX1.a1 (beginning December 1, 1999) both have the name and 
description corrected.
