SGP/EBBR - EBBR E4 Soil Heat Flux Values Too Large

Soil Heat flux from probes #1 and #4 are incorrect for the period.  The
flux values output were larger than what could be considered reasonable, 
for unknown reasons.

The following values were therefore incorrect as a result:

15 minute: mv_hft1, mv_hft4
30 minute: shf1, shf4, c_shf1, c_shf4, g1, g4, ave_shf, e, h

• Soil heat flow 4, corrected for soil moisture(corr_soil_heat_flow_4)
• Soil heat flow 1(soil_heat_flow_1)
• Soil heat flow 4(soil_heat_flow_4)
• Surface latent heat flux(latent_heat_flux)
• Surface soil heat flux, average of fluxes 1-5(surface_soil_heat_flux_avg)
• Surface soil heat flux 4(surface_soil_heat_flux_4)
• Surface sensible heat flux(sensible_heat_flux)
• Surface soil heat flux 1(surface_soil_heat_flux_1)
• Soil heat flow 1, corrected for soil moisture(corr_soil_heat_flow_1)

• Soil heat flow 1 (mV)(soil_heat_flow_1_mv)
• Soil heat flow 4 (mV)(soil_heat_flow_4_mv)
