SGP/EBBR - EBBR E18 Right Humidity Incorrect

After the 3 December 99 lightning strike, the humidity portion of the 
right T/RH probe drifted downwards at times, causing vapor pressure 
gradients to be incorrectly measured.  Therefore, sensible and latent
heat fluxes were also incorrect.  Since much of the data from the period
is missing (because of latent effects of the lightning strike), little
data is actually affected. 

The affected data values were:

5 minute:  hum_top, hum_bot, vp_top, vp_bot
15 minute: mv_hum_r
30 minute: hum_top, hum_bot, vp_top, vp_bot, bowen, h, e
