SGP/EBBR/E8 - E8 EBBR AEM Stuck In One Position

Description:
When the AEM (automatic exchange mechanism) is stuck in one postion, 
half hour latent and sensible heat fluxes and the Bowen ratio
are incorrect.  Some of the raw EBBR measurements are also incorrect. 

I do not normally submit a DQR for this situation, as the qc checks for
AEM home signals normally indicate the problem.  However, the frequency
of the problem at this site seems to warrant DQRs.
