SGP/EBBR/E7 - E7 EBBR Soil Moistures 2, 4, and 5 Incorrect

Soil Moisture Probes 2, 4, and 5 were not capable of measuring very low soil moistures in 
the dry conditions present.  The offscale measurements are incorrect.  Several other 
measurements calculated from soil moisture are incorrect also as a result.
