SGP EBBR E18 - E18 EBBR Left Ventilator Fan Not Working

The left ventilator fan was not working.  Some of the indicated measurements may be 
incorrect (under some wind speed and direction conditions, cloud cover, and time of day, some 
of the data may be correct).  The data is therefore described as suspect for the indicated 
period.
