SGP EBBR E19 - E19 EBBR Left Air Temperature Incorrect

A bad capacitor on the J-panel caused left air temperature, and thus other measurements to 
be incorrect.

• Top air temperature(temp_air_top)
• Bowen ratio(bowen_ratio)
• Bottom air temperature(temp_air_bottom)
• Surface sensible heat flux(sensible_heat_flux)
• Surface latent heat flux(latent_heat_flux)

• Left air temperature(temp_air_left)

• Bottom air temperature(temp_air_bottom)
• Top air temperature(temp_air_top)
