SGP/SMOS/E9 - E9 SMOS Daily wind speed values suspect

Wind speed and direction sensors had ice accumulation from 01/28 17:49z - 01/29 23:01z, 
causing daily values to be suspect.

• Time of Minimum Wind Speed(time_min_wspd)
• Time of Maximum Wind Speed(time_max_wspd)
