TWP/SKYRAD/C1 - Solar tracker malfunction

The solar tracker malfunctioned and did not track the sun reliably
during this period.  This makes the PIR, PSP(now 848 Black/White),
and NIP data suspect.	

Note: the unshaded PIR is incorrectly named "shaded2" during this
time period.  It was not affected by the tracker malfunction.  The
improper naming is covered in a separate DQR.
